Supporting Local Restaurants and Retail Businesses in Monterey Park

The City of Monterey Park is proud to launch the Small Business Assistance Program (SBAP) to provide vital financial support to local restaurants and retail businesses. Recognizing the essential role these industries play in the city's economy and community life, the SBAP offers forgivable loans to help businesses recover, grow, and invest in their future.

Program Overview:
Administered by the Chinatown Service Center, the SBAP offers forgivable loans ranging from $5,000 to $25,000 at a 1% interest rate, which will be 100% forgiven if the business remains operational in Monterey Park for at least three years from the date of receiving the loan.

Eligible Expenses Include:

• Renovations and facility improvements (including accessibility upgrades)
• Equipment and technology purchases
• Hiring and retaining staff
• Other job-creating or sustaining activities

Eligibility Requirements:
 To qualify for SBAP, businesses must:

• Be physically located within the City of Monterey Park
• Have annual sales under $1 million
• Operate in the retail or food service industry
• Show financial hardship and a decline in revenue over the past two years
  (this requirement does not apply to businesses that opened after January 1, 2023)
• Meet federal Community Development Block Grant (CDBG) eligibility guidelines

The program officially launched on May 15, 2025, and is now accepting applications. Funding is limited, so early application is encouraged.
